Ban Smoking in Public Places America is a country that’s based on freedom. People have certain rights as citizens, but those rights are limited if they begin to harm others. For example, people have the right to smoke cigarettes if they want to, but when their smoking is harming others, shouldn’t it be against the law? For many years now, there has been many organizations and governments that have reported secondhand smoke is very harmful to nonsmokers (Secondhand 1). About one thousand or more people die annually in Great Britain because of secondhand smoke (Hope 1). Here in America, the Environmental Protection Agency (EPA) reports that about 3,000 nonsmokers die each year from lung cancer obtained from being exposed to secondhand smoke (Workplace 1). The American Heart Associations says about 35,000 nonsmokers die each year with heart problems associated with secondhand smoke (Haney 1). Between 150,000 and 300,000 children less than 18 months old get pneumonia or bronchitis due to secondha nd smoke each year (The Truth 1). These numbers are very startling, and there should be something done to try to reduce them. Even after all of the evidence found today, some people still say â€Å"I’m not harming anyone by smoking but myself, so why should you care?† Smoking should be banned all together in public places such as government buildings, stores, restaurants, theaters and workplaces. Health considerations are the number one reason why it should be banned, but banning smoking could also help businesses financially. Even though hes drop dead gorgeous, he falls for Erin. Erin isnt the prettiest woman. She is described as a sophisticated and distinctively Irish. The author says shes pretty but shes not even close to being strikingly beautiful. Brand sees past this and treats her like a woman should be treated. To him, she was the most beautiful woman in the world. What girls wouldnt want a guy like that? When Brand was away at sea because he was in the navy, he wrote Erin a letter every single day. No matter what, he made it a point to write to her. If thats not sweet, then I dont know what is. He was very persistent with Erin because he wanted to be with her. But if she wante d him to stop pushing her he did. He never forced her to do anything she didnt want to, and he backed off when she needed space. Quite clearly, Brand is an extremely wonderful man. Not all men are like that. A lot get bored, give up easily, or treat girls poorly. Brand is totally different. Hes definitely a dream guy that any girl would want! I was astounded to know that he collected donations from people through his own efforts and did not have any proper funding mechanisms in place. This made his place within my heart even more because he was doing all this out of his own hard work and commitment (Dror, 2002). I understood that this gentleman derived the funds for the local community agency through donations since he visited different schools, colleges and universities to ask the students and teachers for the funding. He also visited people who were of repute and had a certain standing within the society. I am of the view that this money was being used in a very corrective fashion since he gained due insight at using the funds and thus knew how to turn little amount of resources into solid results. What is even more interesting is the fact that the local community agency is being run by a complete management committee which reports to the director (the gentleman under question). This management committee makes sure that the different processes and activities are being solicited and run in an amicable fashion so that there are no apprehensions as such, and the end results are very positive from the long term scheme of things. My mind opened up when I saw a small place turning dreams into realities (Crichton, 1997). I envisioned how success could be reached upon if there is good will and determination applied to the same. This gave me comprehension that I can work there and learn the true essence of life as it was important for me as far as the future domains were concerned. The observations and analysis of this local community agency are important to list here. Patients had a very positive outlook for the local community agency and they came to it with the hope that either they will recover or their family members woul d see the light of the day at the earliest possible moment. They had inkling and a ray of hope that the local community agency would help solve their problems and would in essence offer them a cost-effective and even a free solution to make sure that their issues get resolved. They would be relieved of their ailments and illnesses which were plaguing them as I personally contacted one of the patients who had come to the local community agency. Distinguished from the physical and biological sciences and, sometimes, from the social sciences, the humanities include the study of languages and literatures, the arts, history, and philosophy. The modern conception of the humanities has roots in the classical Greek paideia, a course in general education dating from the fifth century BC that prepared young men for citizenship. Humanities also draw on Ciceros humanitas, a program of training for orators set forth in 55 BC. The Renaissance humanists contrasted studia humanitatis (studies of humanity) with studies of the divine; by the 19th century the distinction was instead drawn between the humanities and the sciences (Encyclopedia Britannica, 2006). The humanities are a group of academic subjects united by a commitment to studying aspects of the human condition and a qualitative approach that generally prevents a single paradigm from coming to define any discipline. The humanities are usually distinguished from the social sciences and the natural sciences and include subjects such as the classics, languages, literature, music, philosophy, the performing arts, religion and the visual arts. Other subjects at times included as humanities in some parts of the world include archaeology, area studies, communications, cultural studies and history, although these are often regarded as social sciences elsewhere (Wikipedia, 2006). Humanity in general is the experience of being human. The experience can be visual, audible or by touch. The philosophy of being human is also the aim within the general perception of humanity, thus separating the commonality understanding humanity from the personal experience of being human. The difference between the visualization of humanity and the practical application of humanity is the understanding of the critical observation of what humanity should be versus what humanity is. The larger interpretation deals with the different disciplines of science, medical and even in psychology. I do not believe that anyone can understand that the present situation globally has anything to do with humanity. For example, I do not believe that killing and raping like in Darfur or in other areas like Iraq  or Iran has anything or needs much explanation if that is also humanity and if it is not, what is it?ArtThe art of painting has been said that the painters soul speaks within the creation of the painting. For example, Leonardo DaVincis painting of Mona Lisa is not proven that Mona Lisa really smiled, yet in the eyes of the soul of Leonardo DaVinci he saw this smile which leads to the conclusion that humanity has a soul which one cannot assume in contrast to an animal. In the style of surrealism, one can make the statement that the soul is talking in a language that only the painter can understand. To finish this topic of art and humanity, it is possible to say that the soul in humanity has many different faces that is only understood by the creator. The harmony or the dis-harmony to be attracted to one or the other like Rubens painting versus Picassos abstracts indicates that the resonance of the viewer is enchanted or dismayed, thus this only shows the uniqueness of the soul. Music Music from the viewpoint of ones understanding of humanity is the rhythm of life. One would find oneself during the day humming this or that tune. One may not know why but one would be expressing the humming as joy. Theoritically one could ask the question, is music also the expression of the soul and if the answer is yes then why does the symphony entice some people but not all? So often one is confronted with the social expression that many people are gathered to be stimulated by the melody rather than the words. Case and point, when men have get togethers they are singing 99 bottles of beer on the wall which has nothing to do with the harmony or the expression of the soul and yet they are happy. Then the men start to come up with all kinds of variations of the song. If music is the expression of humanity or if humanity is the expression of music, then joy is the same. There are many people that like overtures and a cello concert and there are many people that like Christina Aguilera, Leonard Cohen or Johnny Cash. One can see as diverse the music, so diverse is humanitys perception of it. ArchitectureThe visualization of an architect to create a structure is based upon the landscape and the scenery that can entice the architect to think  and then create. It would be interesting to understand a child that creates the architecture in the clouds and tells his or her mother to look at the castle in the sky versus an architect that sees the scenery and skillfully builds the castle. That would be the different findings. Throughout history, one has seen different styles of architecture like Roman and Gothic. Roman architecture is round and gothic is more triangular. Looking at Baroque, we see straight lines. All those different architectural styles are the expression of humanity and humanitys evolution. PhilosophyPhilosophy in ones opinion is the most intriguing part of humanity. To ask a question and to not have an answer or not wanting an answer, that is philosophy. Philosophy is the purest of the interpretation of humanities which means that humanities in action is at its best. The progression of thinking. What does it mean when Socrates says, I know that I dont know or Shakepeare in Hamlet who says to be or not to be. With other words, philosophy represents the capabilities of humanities. Literature Humanity and literature go hand-in-hand with the evolution of humans and the different societies. Ancient texts like the Bible and other writings represent the history of humankind as written words where more and more use for communication. As the Bible seems to be the representation of the history of a particular group of people like the Jews, other groups like in the Mesopotamian history became less and less a real representation of history by geographic means. Literature became more poetic. For example the Mesopotamian epic story of Gilgamesh. Throughout the evolution of humankind, technology has changed the socio-economic structure which means from hieroglyphs communicated in clay or stone tablets to the skillfull calligraphy in monasteries and the triumph of the printing press by Gutenberg. Today literature is different because reading a book in the time of internet is almost a sacrilege. In not reading books in the way that it was done in the past, society has almost no time to read complete sentences because literature has also fallen in a trap that unfortunately takes away the thinking which is the hallmark of humanity. Humanity is comprised of many different cultures. Each culture has their own set of rules for humanity. The uniqueness of literature is lost in the complexity of its  many interpretations. Humanities are about being human. The idea is to draw connections between all the various creative movements and influences that exist in a culture at any given moment, as well as how these movements and influences have influenced what has come later and what we are experiencing now. What is ATM? Before the discussion of wireless ATM can begin, the concept of ATM in general needs to be discussed. ATM, or by its more formal name Asynchronous Transfer Mode, is a basic packet-based networking system designed for the simultaneous transmissions of voice, video, and data. In the mid 1980s, the major telecommunication companies decided that they needed a new network to handle the surge of video and data, along with voice, traffic being sent over their existing networks. From this, the concept of ATM was born. From an increasing need to handle data traffic, which is inherently packet-based, as well as voice traffic, ATM was designed to work as a packet-switched network. In a packet-switched network, all traffic is broken into small pieces, which are easier to transmit than one large chunk of data. The problem with using this type of network design for ATM is that the old telephone network is circuit-switched, or in other words creates a physical direct connection between the so urce and destination during the transmission. ATM, therefore, is designed so that it can handle circuit-switched traffic on its packet-switched backbone. To accomplish this, ATM creates virtual circuit connections over the packet-based network between the source and the destination. These virtual circuit connections provision a set number of network resources dedicated to the connection between a specific source and destination, making it appear to the old telephone network that a circuit connection is established. This allows an ATM network to guarantee the same or greater quality of service for voice traffic as the old telephone network does, while at the same time providing a much greater level of service for data and video tra... ... shifted to wireless IP-based systems. The forthcoming fiscal being the terminal year of this medium-term plan that was approved by the government during its immediate-past tenure, it does not require a pundit to state that its goals and objectives would remain largely unmet.This will certainly further compound Bangladesh problems to fulfill its cherished national hope about reaching the status of a middle income country by 2021. If its existing situation does not change for the utter by a quantum leap, it will be well-nigh impossible to meet the whole set of Millennium Development Goals (Meds), particularly in areas like nutrition, effective health coverage etc. , that are much needed for poverty alleviation. In his budgetary proposals for the forthcoming fiscal, the Finance Minister has projected an aggregate expenditure outlay of about Take 2. 0 trillion, reflecting a rise by 15. 7 per cent over the revised budget of Take 2. 16 trillion for the outgoing one. There is no strong reason to consider the proposed size of the next fiscals national edged over-bloated, in view of the fact that overall public (government) expenditures, covering both current and development ones, will still be around 18. 7 per cent of GAP. The share of the proposed current (revenue and non-development capital) expenditures at Take 1. 7 trillion will be 12. Per cent of GAP while that of public investment (ADAPT) at Take 803. 15 billion will be 6. 0 per cent of GAP in the forthcoming fiscal. Such budgetary expenditures in comparator countries. But two critical questions still arise here: Has the government the capacity to implement the proposed national edged, particularly that part of it which concerns the Annual Development Programmer (ADAPT)? What is about the quality of overall public expenditures, to assess their impact in terms of value-for-mo ney, to link inputs with outputs and to count costs against benefits?These questions are of consequence because it has rather become a routine practice in Bangladesh to downsize the ADAPT in the third or last quarter of every fiscal because of implementation shortfall, on one hand, and the poor quality of overall public expenditures in terms of targeting, coverage, leakage, existing conditions of public service delivery, the nagging problem of cost over-runs of development projects due to procrastination of their execution, on the other. This is the sixth national budget that Finance Minister M.A. Mitch has presented during two successive periods of the Miami League (AL)-led government. The main challenge for implementation of the proposed national budget for FYI 2014-15 will lie in areas of arranging financial resources for its funding, without crossing the limit of the fiscal deficit that has been projected at 5. 0 per cent of GAP. If the limit is crossed, it may destabilize the m acro-economic situation and also have some crowding-out effects on the economic activities in the private sector.The National Board of Revenue (N.B.) that collects the lion's part of government revenues, in the form of duties and taxes, has not been able to fulfill its target in the outgoing fiscal, notwithstanding the fact that it had earlier demonstrated its commendable successes in raising the level of such revenue receipts of the government. The new fiscal measures that the Finance Minister has proposed for the forthcoming fiscal ay provide some cushions to the N.B. for augmenting its revenue collections. But the possible impact of such measures on overall economic activities merits a detailed scrutiny.Meanwhile, the N.B. will need to put extra-ordinary emphasis on widening the tax net, winning the trust and confidence of both the existing and potential taxpayers. It needs a shot in its arm to help strengthen its capacity to do this and that, too, by ensuring transparency of act ions by its field-level officials. Overburdening the existing tax-payers with additional doses of direct taxes and creating additional robbers for economic actors in different sectors by way of any irrational tax structure, are certainly no rational policy choice for the government.Higher tax burden may otherwise lead to a greater degree of tax evasion or avoidance. Tax compliance depends, to a large extent, on the rate of tax and duty structure. So far the efforts for collection of domestic resources are concerned, there are strong reasons for the government to raise the levels of its revenue receipts from non-N.B. agencies or departments and enhance the volume of such earnings other than taxes, duties etc. , from different government agencies, autonomous and semi-autonomous bodies and all other relevant sources.The proposed budget for the forthcoming fiscal so. Meanwhile, the availability of the projected external assistance that will be required for footing the estimated budgetar y expenditure, particularly on the development (public investment) side, will be predicated upon efforts to help accelerate the pace of implementation of the aided projects. Here, the developments in the recent years do need to be further consolidated and strengthened to a large extent, if the current situation about a bulging aid pipeline is to be improved. This is another daunting challenge.If the government fails to collect or mobiles the financial resources, both domestic and external, at the level projected in the proposed budget, it will be forced to either cut back its development spending in the second half of fiscal 2014-2015 or to borrow more from both banking and non-banking sources than what has been projected. Neither of these two is welcome. If public investments in priority areas fall short of the target, the potential of the economy to move onto a higher growth trajectory will intention to remain unrealized.If the government's borrowings overshoot the projected level , it will entail most unwelcome consequences. The fiscal deficit will then exceed the projected level, causing macro-economic pressures: the private sector may face resource constraints; interest payments on account of domestic public debt may swell further without enhancing the capacity of the economy to foot the related bill etc. At this stage, it would be worthwhile to draw the attention of all concerned to the imperatives for facilitating the expansion of investment activities in the private sector.The real test of the proposed budget for fiscal 2014-15 lies in this particular area.
